ፍስሃ ደስታ (ሌ/ኮሎኔል) ከመስከረም 1979 እስከ 1983 የህዝባዊት ዲሞክራሲያዊ ኢትዮጵያ  ምክትል ፕሬዚዳንት ሆነው የገለገሉት ሌ/ኮሎኔል ፍስሃ ደስታ የተወለዱት መጋቢት 24 1933 በአደዋ ከተማ ትግራይ ውስጥ ነበር። በወጣትነታቸው በወቅቱ ዝነኛ በነበረው የሐረር ጦር ትምህርት ቤትና ባሜሪካ ሀገር ከፍተኛ የመረጃ መኮንንነት ሰልጠና ወስደዋል። በክቡር ዘበኛ ውስጥ ከ1956 - እስከ 1963 አገልግለዋል። የ 1966ቱ ኢትዮጵያ ሕዝባች አብዮት ሲፈነዳም የግዚያዊ ወታደራዊ አስተዳደር ደርግ ወስጥ አስተዳደር ኮሚቴ ምክትል ሰብሳቢ፣ እንዲሁም በ 1979 የ ኢሠፓ ቁጥጥር ኮሚቴ ፀሐፊ ና የሀገሪቱ  ምክትል ፕሬዚደንት ሆነው  አገልገለዋል ።

Fisseha Desta (Lieutenant Colonel) was the vice president of the Peoples’ Democratic Republic of Ethiopia  (September 1986- May 1991). He was born Adowa town in Tigray in 1941. He joined the then famous Harar military academy and took advanced intelligence officer training in the USA. He served in the Imperial guard of Haile Selassie until the dawn of the revolution in 1974. He was one of the prominent members of the Provisional Military Administrative Council aka Derg. He started as a deputy chair of the administrative committee of Derg, and later as the Vice President of the Republic.
